Reforma zarządzania gospodarką wodną w Polsce z 2018 r. wprowadziła scentralizowany system gospodarowania wodami przypisany Państwowemu Gospodarstwu Wodnemu Wody Polskie. Założeniem reformy było uzyskanie samofinansowania się tej jednostki w zakresie realizacji swoich ustawowych zadań na bazie systemu przychodów z usług wodnych. Na podstawie analizy skutków finansowych tej reformy, w oparciu o dane za okres 5 lat od jej wprowadzenia, wskazuje się, że reforma nie doprowadziła do osiągnięcia zakładanych efektów i tym samym konieczne są dalsze, tym razem ewolucyjne zmiany w kierunku decentralizacji zarządzania oraz stworzenia optymalnego dla Polski systemu finansowania bazującego na akceptowalnej społecznie i gospodarczo relacji taryf, podatków związanych z wodą oraz transferów z budżetu państwa i jednostek samorządu terytorialnego.
The Polish water management reform of 2018 introduced a centralised system of water management assigned to the Polish Waters National Water Management Holding (Państwowe Gospodarstwo Wodne Wody Polskie). The goal of the reform was to achieve self-financing of this entity in the scope of implementation of its statutory tasks based on the system of income from water services. The analysis of financial effects of this reform based on data for the period of 5 years following its entry into force indicates that it has not led to the assumed results and therefore further, more evolutionary, changes are required to decentralise the management and create an optimum financing system based on the socially and economically acceptable relationship between tariffs, water taxes and transfers from the state and local self-government budgets.
